Bug Report: Fences from DLC - why don't other players see it?

Incompatible ETS2 & ATS version - 1.59

We do not currently support the latest version of Euro Truck Simulator 2 and American Truck Simulator. We will be working on updating it as soon as possible.

Description

It seems to be a fence made of one of the dls, so a player who doesn't have this dls can't see it. The player is not a cheater, so I think that's the reason why he was able to drive through it. https://ibb.co/x8mpk2fp https://ibb.co/KxcHStgx Of course, I'm not sure about this, but verification is required.
