În 1877, la această dată, ministrul de Externe de la acea vreme, Mihail Kogălniceanu, declara în Camera Deputaţilor: “Suntem independenţi, suntem naţiune de sine stătătoare”.

A doua zi, pe 10 mai, independenţa a fost proclamată din nou şi votată de către Camerele reunite, după care a fost promulgată de către domnitorul Carol I şi publicată în Monitorul Oficial.

După făurirea statului naţional român, în 1859, prin Unirea Moldovei cu Ţara Românească, sub domnia lui Alexandru Ioan Cuza, statul român a trecut la înfăptuirea unei serii de reforme pentru modernizării ţării care au constituit temelia proclamării şi, ulterior, a cuceririi independenţei de stat.

Războiul ruso-turc, izbucnit în aprilie 1877, a constituit ocazia ideală pentru ca România să-şi câştige independenţa, iar implicarea ţării, oficializată prin actele adoptate de Adunarea Deputaţilor şi de Senat, în zilele de 29 şi 30 aprilie 1877, a decis soarta conflictului şi stabilirea învingătorilor.

Pe acest fond, la 9 mai 1877, ministrul de Externe Mihail Kogălniceanu spunea: ‘Suntem dezlegaţi de legăturile noastre cu Înalta Poartă… Guvernul va face tot ce va fi în putinţă ca starea noastră de stat independent şi de sine stătător să fie recunoscută de Europa’.

A doua zi, pe 10 mai, independenţa a fost proclamată din nou, de Camerele reunite, după care domnitorul Carol I a acceptat-o proclamând Independenţa de Stat a României.

Guvernul român a hotărât încetarea plăţii tributului de 914.000 lei, suma fiind direcţionată către bugetul Armatei.

The Romanian government decided to stop paying the 914,000 lei tribute, the amount being directed to the Army budget.
